Abstract
Esta pesquisa examina a legislação que sustenta o processo de "horizontalização", ou "descentralização horizontal", da tomada de decisão em política externa no âmbito do Poder Executivo federal brasileiro, o qual resulta em novo arranjo institucional entre o Ministério das Relações Exteriores (MRE) e as demais pastas do Executivo, cuja dinâmica na práxis será objeto de pesquisa futura. Ao mesmo tempo em que fica evidente, do ponto de vista normativo, a descentralização horizontal das competências para política externa em todo o Poder Executivo federal, o MRE parece buscar a posição de centralidade que tinha na condução daquela política, por meio da especialização e complexificação, acarretando uma descentralização interna.

In this research we assess the legislation on the basis of the "horizontalization" process, or "horizontal decentralization", undergone by foreign policy decision making within the realm of the Brazilian federal Executive Power. This process entails a new institutional arrangement among the Brazilian Ministry of Foreign Affairs and other domestic ministries, the dynamics of which will be scrutinized in a future research. While such horizontal decentralization is manifest from a normative standpoint, the Brazilian Ministry of Foreign Affairs apparently seeks to regain the nuclear position it once enjoyed in foreign policy making in Brazil by specializing and increasing complexity of its bureaucratic structure - the consequences thereof being its own decentralization. i.
