Abstract
Neste trabalho é estudada a evolução legal e financeira do Fundo de Participação dos Municípios (FPM). No estudo, discute-se, inicialmente, a importância das transferências fiscais no contexto federativo, abordando os aspectos positivos, como a redução do gap fiscal, e negativos de tais mecanismos. A seguir, é realizada uma discussão e descrição da evolução legal do FPM, em que se procura contextualizar historicamente tal evolução. Nesse ponto, uma descrição detalhada sobre evolução das regras de funcionamento desse fundo é realizada, procurando conectar o sistema atual a esse contexto. Também são realizadas avaliações financeiras do funcionamento do FPM. Avalia-se a evolução dos montantes destinados ao fundo bem como a sua distribuição regional, estadual e entre os municípios recipientes.

This article discusses the legal and financial evolution of the Municipalities Participation Fund – FPM. Initially, the importance of the fiscal transfers in the federative context is studied, and both the positive (as the reduction of the fiscal gap) and the negative aspects of such transfers are discussed. After that, we critically describe the legal evolution of the FPM and it historical roots. At this point, a detailed description of the repartition rules is made. A financial evaluation of the functioning system was also performed. In this evaluation we try to describe the evolution of the resources redistributed by the FPM, but also its regional, state and municipal distribution.
