Abstract
O potencial disruptivo da inteligência artificial (IA) é tão grande que a discussão sobre o tema transborda o campo da tecnologia em direção a outros, como a política e a geopolítica. No contexto atual, China e Estados Unidos (EUA) lideram os avanços tecnológicos em IA. O objetivo deste artigo é compilar – e comparar – as agendas governamentais de IA destes países. A literatura sobre inovação em IA aponta que o setor privado de alta tecnologia é o principal responsável pelo desenvolvimento das principais tecnologias neste nicho, o que traz o desafio da regulação e o seu principal trade-off: ser restritiva a ponto de mitigar os riscos sem, no entanto, prejudicar o ritmo do avanço tecnológico. Em consenso quanto à importância de liderar o avanço da fronteira tecnológica, China e EUA buscam políticas, estratégias, investimentos e regulações adequadas para potencializar ao máximo seus sistemas e reestruturar suas capacidades produtivas.

The disruptive potential of artificial intelligence (AI) is so vast that discussions on the topic extend beyond technology into other critical areas, such as politics and geopolitics. Currently, China and the United States are spearheading advancements in AI. This article aims to compile – and compare – the governmental AI agendas of these nations. Research on AI innovation indicates that the private high-tech sector is primarily responsible for developing the core technologies in this field. This brings forth the significant challenge of regulation and its inherent trade-off: establishing restrictions strict enough to mitigate risks without impeding the pace of technological progress. Recognizing the importance of leading this technological frontier, both China and the United States are actively pursuing suitable policies, strategies, investments, and regulations to maximize their respective systems and restructure their productive capabilities.
