Abstract

O problema da dívida da União tem assumido papel de destaque na discussão política das questões previdenciárias, em franco contraste com a sua relevância econômica. Na falta de dados objetivos, esta discussão assume um caráter ideológico. A previdência social desde a década de 30 foi alvo de constante manipulação política essencialmente no que se refere à utilização dos institutos como instrumentos de captação de poupança forçada para a realização de investimentos em setores da economia considerados estratégicos pelo governo, que visava promover o processo de industrialização do país e maximizar seu apoio político (por exemplo, a construção de Brasília, o financiamento da Companhia Vale do Rio Doce, da Companhia Siderúrgica Nacional etc.). A atual crise pela qual atravessa o sistema brasileiro não dá margem a dúvidas de que o problema é muito grave. Desde 1994, gasta-se mais do que se arrecada com benefícios e o Tesouro acaba por transferir os recursos necessários para o equilíbrio do sistema. Assim, este artigo procura apresentar não só a evolução do débito da União ao longo do tempo, mas igualmente uma tentativa de mensurar o tamanho real dessa dívida e sua contribuição efetiva para o desequilíbrio do sistema.

The Federal Government liabilities to the Social Security System has been a major topic in political discussions, contrasting it to its real economic relevance. As a matter of fact, it is a discussion on how to finance the system: through contributions or trough general taxes. In the absence of objective data, this discussion takes on an ideological character and deviates the attention from what should be the focus of the debate: the rising costs of the system and the unfeasibility of its financing by the Brazilian society. Since the 30’s social security was the target for recurring political manipulation. Social Security Institutes’ Reserves where used to finance low return investments in sectors that were considered strategic by the government, which tried to promote the industrialization process in the country and maximize its political stand (for example, the construction of Brasília, financing the Vale do Rio Doce Company, the National Steel Mill – CSN -, etc.). On the other hand, several times the Federal Treasury has been forced to transfer substantial financial resources to cover social security deficits. For example, since 1994, social security expenses exceed revenues and the Treasury has to transfer resources in order to balance the system. This study will try to show, not only the evolution of this debt, but its effective contribution to the system’s deficit.
