Abstract

Examines the history, drivers, and perspectives of financing for development (FfD) negotiations at the United Nations (UN), with a focus on Brazil's engagement. Since the adoption of the 2030 Agenda for Sustainable Development and the Addis Ababa Action Agenda in 2015, FfD discussions have faced challenges amidst a paradigm shift in international cooperation. Despite the establishment of mechanisms such as the ECOSOC Forum on Financing for Development Follow-up and the Inter-Agency Task Force on FfD, consensus-based discussions have struggled to uphold commitments, particularly around official development assistance (ODA) and differentiated responsibilities between developed and developing countries. Recent trends, including the ODA crisis and debates on tax cooperation, highlight divisions in international cooperation. Brazil, as a member of the G77 + China and with ties to the OECD, plays a crucial role in bridging discussions and promoting developing countries' aspirations. Despite polarized contexts, convergence is emerging in areas such as private sector involvement and development cooperation practices. The role of the private sector in FfD has evolved significantly, with Brazil facilitating the first UN General Assembly resolution on promoting investments for sustainable development in 2019.
