Abstract

The reform of social security systems is an important item in the international agenda. In Brazil, a recent reform adjusted retirement rules and benefits, but was not enough to match expenditures with revenues. In the case of the general regime (RGPS), which financing comes, essentially, from payroll and turnover contributions, the deficit is now around 1.3% of gross domestic product. This article discusses alternatives for the financing of the RGPS in the context of the tax reform process in progress and of the economic conditions presently faced by the country. Specifically, it considers existing proposals concerning social contributions and the probable yield of the non-cumulative social contribution now being implemented, concluding that it would not be able to yield revenue enough to discard the payroll contribution. The final section summarizes the proposal that emanates from the argument presented along the article.
