    Brazil's single registry : a preparatory phase and a new era

    Em 2024, o Cadastro Único do Brasil passou por uma fase essencial de preparação para a modernização completa de seu sistema, culminando no lançamento do Novo Cadastro Único em março de 2025. Após mais de uma década de estagnação tecnológica, a nova plataforma trouxe avanços significativos em integração de dados, agilidade, segurança e capacitação dos mais de 40 mil operadores em todo o país. Com a incorporação de inteligência artificial, maior interoperabilidade com bases federais e um sistema de treinamento remoto robusto, o Cadastro Único se tornou uma ferramenta mais eficiente para identificar e atender famílias de baixa renda. A atualização permitiu exclusões automáticas de registros inativos, inclusão de marcadores de identidade de gênero e ampliação da análise de vulnerabilidades, beneficiando mais de 35 milhões de pessoas.

    Notes on Bolsa Família expansion, employment, and poverty eradication as a national goal

    The expansion of both the number of beneficiaries (horizontal expansion) and average value of benefits (vertical expansion) of Brazil’s means-tested cash transfer programme(s) during and after the COVID-19 pandemic brought renewed attention not only to the decline in poverty but also to concerns that such benefits might discourage work and harm the economy. This Policy Research Brief compiles information and arguments for the discussion, taking into account Brazil’s constitutional goal of eradicating poverty and reducing inequalities. From 2019 to 2023, concomitant with an increase in the number of Bolsa Família beneficiaries, the country also experienced a significant increase in the proportion of formally employed individuals, especially among the poorest households.

    Climate injustice and climate debts : estimating responsibility for climate change

    Examines the relationship between climate injustice and climate debts, proposing a methodology to estimate countries’ historical responsibility for greenhouse gas emissions and suggesting pathways to compensate for their unequal impacts. The study shows that developed countries, especially G7 members, have significantly exceeded their fair carbon budgets, while poorer and tropical countries—responsible for fewer emissions—suffer the most severe consequences of climate change. The report highlights that climate debts can be addressed through investments in low-carbon infrastructure, adaptation policies, deforestation reduction, and international financing mechanisms such as the Green Climate Fund and the Amazon Fund, aiming to promote climate justice, reduce inequalities, and foster a sustainable development model.

    Presents a conceptual framework and a review of global good practices to improve the integration between social assistance programs and social insurance systems in Arab countries. The study addresses the challenges posed by high informality and low social protection coverage and proposes strategies to expand access to benefits, foster labor market formalization, and reduce socioeconomic vulnerabilities. Recommendations include structural reforms to integrate program financing, administration, and design, the creation of gradual transition mechanisms, the provision of subsidies and contributory incentives, and the strengthening of policies aimed at generating formal employment, with the ultimate goal of promoting more universal, inclusive, and sustainable social protection systems.

    The document analyzes the recent trajectory of Brazil’s Single Registry (CadÚnico), highlighting its state of obsolescence until 2022 and the negative impacts of the Auxílio Brasil program on the composition of beneficiaries. It presents the corrective actions implemented since 2023, including the review of records, data integration with CNIS and the Presença System, removal of inconsistent registrations, and the reinstatement of the Bolsa Família program. It also emphasizes modernization initiatives, capacity building for managers, the creation of the Single Registry Observatory, and the importance of treating the system as a central tool for social inclusion, avoiding stigmatization of vulnerable families.
