Abstract

O objetivo deste trabalho foi analisar o impacto das desonerações sobre a arrecadação do sobre Produtos Industrializados (IPI) por meio de séries de tempo em um modelo vetor autorregressivo estrutural. Os resultados mostraram que um choque exógeno de preços é capaz de modificar substancialmente as vendas. Para uma elevação de 10% nos preços, as vendas seriam 46% mais baixas. A relação entre arrecadação e os preços apresentou elasticidade próxima à unidade, uma vez que um aumento de 10% nos preços elevaria a arrecadação em 13%. Quanto à decomposição histórica da variância dos erros de previsão da arrecadação com IPI, observou-se que, para o período entre março de 2002 e dezembro de 2015, as variáveis determinantes foram os preços e o crédito.

The main objective of this paper was to analyze the impact of the decreases in taxation in the IPI – Industrialized Product Tax – revenue through a structural time series model. The results showed that an exogenous price shock could substantially modify sales, for a 10% increase in prices sales would be 46% lower. The relation between tax revenue and prices showed elasticity close to unity, since a 10% increase in prices would increase the tax revenue by 13%. Prices and credit determined the tax revenue forecasting errors, measured by the historical variance decomposition in the period between March 2002 and December 2015
