Abstract
O ensaio apresenta o balanço dos relatórios formulados para o Fundo Constitucional de Financiamento do Norte (FNO), o Fundo Constitucional de Financiamento do Nordeste (FNE) e o Fundo Constitucional de Financiamento do Centro-Oeste (FCO), analisados de forma comparativa em dois movimentos: no primeiro, foram avaliados os pontos de similitudes; e, no segundo, foram apreciadas as diferenças da governança dos Fundos Constitucionais de Financiamento (FCFs) para a implementação nas regiões Norte, Nordeste e Centro-Oeste. A metodologia aplicada para examinar os dados qualitativos e quantitativos foi organizada pela análise em dimensões, formada pela história da trajetória institucional, pela governança e pela economia. Essas dimensões elucidam as experiências de políticas regionais e contextualizam o estado da arte da aplicação dos FCFs nas regiões Norte, Nordeste e Centro-Oeste.

The essay presents an overview of the reports formulated for the Northern Constitutional Financing Fund (Fundo Constitucional de Financiamento do Norte – FNO), the Northeastern Constitutional Financing Fund (Fundo Constitucional de Financiamento do Nordeste – FNE), and the Central-Western Constitutional Financing Fund (Fundo Constitucional de Financiamento do Centro-Oeste – FCO), analyzed comparatively in two movements: the first evaluated the points of similarity, and the second assessed the differences presented by the reports, which were based on quantitative analyses of the financial resources of the Constitutional Financing Funds (Fundos Constitucionais de Financiamento – CFFs) and qualitative analyses regarding the governance structure of the CFFs for implementation in the Northern, Northeastern, and Central-Western regions. The methodology applied to analyze the reports was organized through analysis in dimensions, consisting of the dimension of the institutional trajectory history, the governance dimension, and the economic dimension. These dimensions clarify the experiences of regional policies and contextualize the state of the art of the application of the CFFs in the Northern, Northeastern, and Central-Western regions.
