Abstract

O presente trabalho explora a evolução da relação entre os cinco países que compõem o grupo dos BRICS e as instituições tradicionais de Bretton Woods: Banco Mundial e FMI. Em particular, destacam-se os processos de reforma das instituições tradicionais e as recentes iniciativas dos BRICS para a criação de um banco de desenvolvimento e de um fundo contingencial de reservas. Nesse contexto, o objetivo geral do trabalho é o de avaliar a robustez da coalizão em face de constrangimentos econômicos e políticos recentes, especialmente a permanência de imagens coletivas – conceito formulado por Robert Cox – compatíveis com o status quo do regime internacional econômico vigente. Para isso, inicialmente traçamos um breve histórico da atuação dos BRICS no campo da cooperação econômica e de suas motivações particulares, em especial os atrasos na implementação das reformas do FMI e do Banco Mundial. Em seguida, a análise aborda os Acordos de Fortaleza, que fundamentam a criação do Novo Banco de Desenvolvimento (NDB) e do Arranjo Contingente de Reservas (CRA) dos BRICS, enfatizando sua relação com as instituições tradicionais. Por fim, conclui-se que o atual regime econômico-financeiro internacional, apesar de não ser diretamente desafiado em seus princípios fundamentais, não está estável. Mesmo que os arranjos alternativos protagonizados pelos BRICS incorporem muitas das prerrogativas e dos princípios dominantes nas organizações tradicionais, criam ambientes institucionais que possibilitam novos desdobramentos.

This paper explores the evolution of the relationship between the five BRICS countries and the traditional Bretton Woods institutions: the World Bank and the IMF. In particular, it highlights the reform of the traditional institutions and the recent BRICS´ initiatives for the creation of a development bank and a contingent fund. In this context, the general objective of the paper is to evaluate the robustness of the coalition in face of recent economic and political constraints, especially the permanence of collective images – a concept formulated by Robert Cox – compatible with the status quo of the current economic regime. Therefore, first we draw a brief history of the BRICS role in the field of economic cooperation and their individual motivations, especially the delay in the implementation of the IMF and World Bank reforms. Then, the analysis adresses the Fortaleza Agreements, which created the BRICS’ New Development Bank (NDB) and the Contingent Reserve Agreement (CRA), emphasizing their relationship with the traditional institutions. Finally, we conclude that the current economic and financial regime, despite not being directly challenged in its fundamental principles, is not stable. Despite the fact the BRICS new arrangements incorporate dominant principles and prerogatives of the traditional institutions, they can create new institutional environments that may enable new developments.
