Abstract
O presente estudo analisa a participação do Conselho Nacional de Segurança Alimentar e Nutricional (CONSEA) na formulação das diretrizes de política externa brasileira (PEB) na área alimentar durante os governos Lula (2003 a 2010). Busca compreender as condições objetivas e subjetivas que favoreceram o destaque do CONSEA na formulação dessas diretrizes. Como resultado, a pesquisa constatou que isso foi possível graças à conjuntura política da época: inclusão da segurança alimentar e nutricional (SAN) na agenda de governo em um ambiente político-administrativo favorável à participação social; estratégia brasileira de inserção internacional e; a existência de uma extensa rede de mobilização social na área de SAN, fator esse considerado o mais relevante.

This study analyzes the participation of the National Council of Food and Nutritional Security (CONSEA) in the formulation of the Brazilian foreign policy guidelines in the food area during the Lula governments (2003 to 2010). It seeks to understand the objective and subjective conditions that favored the CONSEA's participation in the formulation of these guidelines. As a result, the research found that this was possible thanks to the political conjuncture of the time: inclusion of food and nutritional security in the government agenda in a political-administrative environment favorable to social participation; the Brazilian strategy of international insertion and; the existence of an extensive network of social mobilization in the food and nutritional security area, a factor considered the most relevant.
