Abstract

This study analyzes the structural and governance conditions for the use of evidence within the Ministry of Human Rights and Citizenship (MDHC). The research is one of the outputs developed under Technical Cooperation Agreement (ACT) No. 03/2023, signed between the Institute for Applied Economic Research (Ipea) and the Ministry of Human Rights and Citizenship (MDHC), which aims to examine the institutionalization of evidence use in the field of human rights. Combining documentary analysis and focus groups with ministry managers, the study investigates analytical capacities, formal rules, and organizational instruments aimed at the production, translation, and use of evidence in human rights policies. The study highlights promising initiatives, such as the creation of the General Coordination for Indicators and Evidence (CGIE), the National Observatory on Human Rights (ObservaDH), and the National Evidence Network on Human Rights (ReneDH). However, it also identifies structural gaps, insufficient regu-latory transparency, and organizational fragmentation. It concludes, therefore, that the process of institutionalizing evidence use within the MDHC, from the perspective of structural and governance conditions, is in a stage of maturation (WHO, 2023). Despite budgetary and staffing constraints, there is a growing appreciation for and creation of conditions conducive to the use of evidence, contributing to the establishment of an evidence culture in the field as a means of strengthening the institutional resilience of human rights policies.
