Abstract

Considering the Brazilian candidacy to the Organization for Economic Co-operation and Development (OECD), this article examines the interaction between climate change and foreign direct investment (FDI), according to OECD legal instruments. After a brief presentation on OECD regulatory governance, its indicators and recommendations are presented regarding the conceptualization of FDI oriented to climate objectives. Finally, a comparison of this approach and of OECD’s investment governance mechanisms is made with Brazilian agreements on cooperation and facilitation of investment (ACFIs). In the end, the study suggests that the OECD’s approach in promoting low-carbon investment offers an opportunity for Brazil to recalibrate its investment policy in order to foster it.
