Abstract

A abordagem proposta por Armington (1969) tem sido amplamente utilizada para avaliar os impactos de alterações na política comercial, tanto nas aplicações de equilíbrio parcial como nas de equilíbrio geral. Entretanto, as elasticidades de Armington, parâmetros que refletem o grau de substituição entre bens domésticos e importados, são raramente estimadas. Em virtude da inexistência de tais estimativas para o Brasil, o objetivo deste artigo é estimar as elasticidades de Armington para os 28 setores industriais da matriz de insumo-produto brasileira, referente ao período 1986-2000. Inicialmente são discutidos a construção da base de dados e o tratamento dado às séries de preço para levar em conta os efeitos da abertura iniciada em 1990. De acordo com as propriedades dinâmicas das séries, quatro modelos econométricos diferentes serão estimados. São então obtidas elasticidades estatisticamente significativas ao nível de 10% para 25 setores. As estimativas pontuais variam entre 0,16 e 4,95, refletindo os diferentes graus de substituição entre o bem importado e o produto produzido domesticamente na indústria brasileira.

The structure introduced by Armington (1969) has been used to analyze trade policy in partial and general equilibrium models. The Armington elasticities, the degree of substitution between domestic and import goods are known to be important, but are seldom estimated empirically. Therefore, we estimate them for 28 industrial sectors, based on the Brazilian Input-Output table over the period 1986-2000. Initially we discuss the construction of the data set and the treatment that was given to the relative prices, for taking into account the trade liberalization initiated in 1990. According to the dynamic properties of the data we estimate four different econometric models. 25 out of the 28 sectors had positive and significant Armington estimates that were significant at the ten-percent level. They range between 0,16 e 4,95, which reflects the different degree of substitutability between domestic and import goods in the Brazilian industry.
