Abstract
Este artigo analisa a evolução da pobreza extrema para a população total e infantil (grupo etário de 0 a 14 anos) nos municípios cearenses ao longo das últimas duas décadas. Seguindo a abordagem proposta por Bourguignon (2003), buscou-se investigar a relação triangular pobreza-crescimento-desigualdade e verificar como o crescimento econômico e a desigualdade na distribuição de renda influenciaram a dinâmica da extrema pobreza em grupos etários distintos. Os resultados ratificaram que a extrema pobreza infantil é menos sensível a sofrer reduções, a partir de diminuições na desigualdade de renda e de aumentos na renda média dos municípios cearenses, do que a extrema pobreza total, evidenciando uma maior persistência da extrema pobreza infantil. Adicionalmente, constatou-se que políticas que visem à redução das desigualdades terão, em média, maior impacto, quando comparadas com políticas de crescimento, em diminuir tanto a extrema pobreza total como a infantil. Por fim, as conclusões da investigação apontam para a necessidade de desenvolver políticas públicas espacialmente diferenciadas, além de destacar a premência de um olhar específico para a infância como prerrogativa para o fim do ciclo vicioso de pobreza extrema no Ceará.

This paper analyzes the evolution of extreme poverty in the total and child population (0-14 years old) in Ceará’s municipalities over the past two decades. Following the approach proposed by Bourguignon (2003), the aim was to investigate the triangular relationship “poverty-growth-inequality” and then evaluate how economic growth and income distribution inequality influenced the dynamics of extreme poverty in different age groups. The results obtained confirm that extreme child poverty is less prone to decrease from reductions in income inequality or from increases in the average income of Ceara’s municipalities, than extreme absolute poverty, showing a greater persistence of extreme poverty in the child population. Additionally, it was found that policies aimed at reducing inequalities have on average greater impact than growth policies in decreasing extreme poverty both in the total and in the child population. Finally, the conclusions drawn in this study point out to the need of developing spatially differentiated policies as well as to emphasize the urgency for a specific look at childhood as a prerogative to end the vicious cycle of extreme poverty in the State.
