Abstract

This study aims to obtain empirical evidence, based on the literature of fiscal federalism, on the determinants of weak budget constraint by the local government due to the existence of relief transfers made by the central government, in response to casualties. The analysis is based on the regression of fixed effects to panel data in order to test the too big to fail hypothesis that the larger the bank, the location in terms of population, the greater the aid to be received. It was found that the hypothesis was consistent for the Brazilian case for the years 2009, 2010, 2013 and 2014, when explaining about 60% of aid transfers to the municipalities, showing, therefore, that electoral cycles and larger municipalities in terms of the number of workers are decisive in such transfers, considering that socioeconomic and fiscal indicators seem to be relevant, thus the literature that greater decentralization allocates resources better to the needs of the population.
