Traça um panorama dos problemas enfrentados pela Grã-Bretanha no processo de desenvolvimento de seu sistema de gestão dos gastos públicos, bem como descreve em linhas gerais o atual sistema e suas relações com a política macroeconômica. Nesse aspecto, a experiência britânica pode ser muito útil para o aperfeiçoamento do sistema de controle dos gastos públicos no Brasil.
