Abstract

The 1988 Constitution defined the responsibilities of Brazil’s three levels of government, establishing a foundation for federal arrangements, though intergovernmental coordination remains incomplete. This study examines the relationship between fiscal capacity and socioeconomic demands in Brazilian municipalities, using per capita revenue and the Sustainable Cities Development Index (IDSC). Through statistical methods, four municipal clusters are identified: “high-high,” “low-low,” “high-low,” and “low-high.” The findings highlight the need for differentiated public policies to reduce regional inequalities. The study emphasizes the role of public consortia in federal governance, pointing out structural challenges, particularly in the North and Northeast. The research underscores the importance of coordinated intergovernmental strategies to address inequalities and strengthen regional development, suggesting new approaches to improving federal cooperation in Brazil.
