Abstract

The implementation of two large shipyards in the municipality of Rio Grande, supported by the naval industry mobilization policy in the country, brought several transformations to the south of Rio Grande do Sul/RS. With the intention of advancing the analysis of the effects generated by the policy, this article aims to measure the main socioeconomic effects generated by investments in the naval sector in the municipality of Rio Grande. For that, the synthetic control method was used based on a panel of municipal data of RS from 1997 to 2015. The results pointed out that the investments of the naval segment in the municipality promoted the expansion of the generation of formal jobs, mainly in the sectors of construction and manufacturing industry, GDP and consequently tax collection as ISS and IPVA. In addition, there was also an increase in the number of hospital
admissions and a reduction in the number of enrollments in secondary education in the municipality. These results show that, during the period of strength of investments in the naval sector, there was an improvement in the income condition of the population, but also, an overload occurred in the municipal infrastructure, which was translated mainly in the scope of public health.
