Abstract
O artigo analisa os efeitos do evento climático ocorrido entre abril e maio de 2024 no Rio Grande do Sul,
em especial a inundação gradual ocorrida na região metropolitana (RM) de Porto Alegre, para investigar, a
partir do uso do Índice de Vulnerabilidade Social (IVS) e de seus subíndices, a relação entre a vulnerabilidade
social e o risco de afetação dos domicílios e de seus moradores pelo evento. Em convergência com a
literatura sobre essa temática e crises sanitárias, o artigo verifica a hipótese segundo a qual domicílios
em territórios de maior vulnerabilidade social tendem a ser proporcionalmente mais afetados por eventos
climáticos. No caso da RM de Porto Alegre, as evidências confirmam essa hipótese e chamam atenção
para a necessidade de se desenvolverem políticas públicas para esses territórios social e ambientalmente
mais vulneráveis.

The article analyzes the effects of the climatic event that occurred between April and May/2024 in Rio Grande do Sul, in particular the gradual flooding that occurred in the Metropolitan Region of Porto Alegre, to investigate, using the IVS and its sub-indexes, the relationship between social vulnerability and the risk of the event affecting households and their residents. In convergence with the literature on social vulnerability and health crises, the article verifies the hypothesis according to which households in territories of greater social vulnerability tend to be proportionally more affected by climate events. In the case of MR of Porto Alegre, the evidence confirms this hypothesis and draws attention to the need to develop public policies for these socially and environmentally more vulnerable territories.
