Abstract
Este artigo tem como objetivo verificar, empiricamente, se a participação dos municípios brasileiros em consórcio público intermunicipal de saúde (Cpis) contribui para a melhoria do Índice Firjan de Desenvolvimento Municipal – área de desenvolvimento Saúde (IFDM-SA). Utilizou-se o modelo de regressão com dados em painel logit ordenado para os períodos de 2005, 2009 e 2011, com 5.118 municípios em cada ano. Os resultados mostraram que o Cpis influencia positivamente a probabilidade de o município mudar para níveis mais elevados do IFDM-SA. Os municípios têm até 14% de chances de melhorar o nível do IFDM-SA, caso participem de Cpis.

This article aims to identify whether the participation of Brazilian municipalities in health
intermunicipal consortium public (Cpis) contributes the improvement of the Firjan Municipal Development Index – development area Health (IFDM-SA). Regression model was used with data in panel ordered logit for the periods 2005, 2009 and 2011, with 5,118 municipalities each year. The results showed that the Cpis positively influences the likelihood of the city move to higher levels of IFDM-SA. The municipalities have up to 14% of improving the level of IFDM-SA case participate in Cpis.
