Abstract
O Brasil enfrenta uma crise econômica das mais profundas e duradouras de sua história recente, com efeitos negativos sobre o mercado de trabalho, a renda familiar e a mobilidade social. As medidas de austeridade fiscal implementadas pelo governo apresentam resultados igualmente negativos sobre a situação de saúde da população e o sistema de saúde. Diante desse cenário, como o Sistema Único de Saúde (SUS) poderia contribuir para mitigar os efeitos da recessão da economia brasileira sobre as classes populares e médias? Oferecer respostas a essa pergunta é o objetivo do presente artigo, que traz elementos que ajudam a compreender a correlação entre saúde e desenvolvimento, os efeitos das mudanças em curso sobre a atuação do Estado na área social e em que medida o SUS pode ser utilizado como instrumento anticíclico para atenuar os efeitos da crise econômica. Argumenta-se que existe um reforço mútuo entre saúde e desenvolvimento que pode ensejar um círculo virtuoso no qual a expansão do SUS possibilita mais saúde, mais crescimento econômico e mais igualdade social.

Brazil is facing one of the deepest and most lasting economic crisis in its recent history, with negative effects on the labor market, family income and social mobility. Fiscal austerity measures implemented by the government have equally negative results on the health status of the population and the public health system. Given this scenario, how could the Unified Health System (SUS) help to mitigate the effects of the recession of the Brazilian economy on the popular and middle classes? The purpose of this article is to provide some answers to this question. We present elements that help to understand the correlation between health and development; we analyze the effects of the ongoing changes on the state’s performance in the social area; and we discuss the extent to which the SUS can be used as a countercyclical instrument to mitigate the effects of the economic crisis. It is argued that the existence of a mutual reinforcement between health and development can provide a virtuous circle in which the expansion of the SUS, allows for more health, more economic growth and more social equality.
