Abstract

This research aims to investigate how the digitization of policy instruments can affect the public policies implementation, through the case study of the implementation of the “Emergency Aid” in Brazil. For this purpose, semi-structured interviews were carried out with two levels of actors who are protagonists and at the same time are whom public policies digitization is addressed: high and medium-level bureaucrats and managers at municipal level, identified in the literature as street-level bureaucrats. Based on matched-pair analysis methodology, two pairs of municipalities and two pairs of units of the Ministry of Citizenship (MC) were selected for the interviews. The analytical framework was structured based on 4 (four) dimensions of analysis, according to the established theoretical framework, with the purpose of drawing a comparative analysis of the vision of these actors at different levels, namely: relationship of citizens with digital instruments, analysis of public policies through its instruments, interfederative articulation, and the role of the street-level. The results found point to the adherence of Emergency Aid to the encurtailment thesis by relegating street-level agents to a more informational role. In addition, the paper reveals the repercussions of the restrictions imposed by the instrumentalization of Emergency Aid from the perspective of those who had the restricted role (street-level bureaucracy) and, on the other hand, the adoption of digital instruments to enable a huge proportions social policy, with a new framework and with an impressive rate of citizens who apply digitally, despite all the difficulties of access pointed out.
